It disappears when you touch it, like a Super Mushroom or Fire Flower, suggesting you "collect" it, which is what I believe leads people to consider it an item beyond the fact that it's a bizarro mushroom.

it's one thing to have an item whose explicit intended purpose is to power you down, like the poison mushroom. it's another to have a "power-up" that encumbers your general movement in favour of a minimal boost to a certain ability (Spring Mushroom and Frog Suit)
